○ The main framework of the emergency disaster relief fund is designed to provide 1 million won for a four-person household to the bottom 70% of the population.





□ Accordingly, the government prepared specific target selection criteria and business plans, and for close coordination with local governments, A pan-government task force on emergency disaster relief funds was formed.

○ The pan-government task force is headed by the Vice Minister of the Ministry of Public Administration and Security, and is run by public officials at the level of heads of the Ministry of Strategy and Finance, the Ministry of Public Administration and Security, the Ministry of Culture, Sports and Tourism, and the Ministry of Health and Welfare. .



□ The contents discussed through two TF meetings are as follows.





< Subject selection criteria principles >

□ Considering that the purpose of introducing emergency disaster relief funds is to provide multi-layered and urgent support to citizens suffering from prolonged COVID-19,

○ Under the basic principles of providing prompt support and reasonable reflection of the recipient's standard of living The principles of selection criteria and payment units for emergency disaster relief funds have been decided.



□ (Selection criteria) Emergency disaster Those eligible for the subsidy use out-of-pocket health insurance premiums, and specifically, they are eligible for support if the combined amount of out-of-pocket health insurance premiums* charged to applicant household members as of March 2020 is below the selection criteria corresponding to the bottom 70% of income.

* Households not enrolled in health insurance and receiving medical benefits are also eligible for support.


○ The selection criteria are ① households with employed subscribers (consisting only of employee subscribers and their dependents), ② local subscribers (local subscribers) (consisting only of) households, and ③ households with both employed and local subscribers.

○ However, even if they fall into the bottom 70% of income brackets, high-net-worth individuals will be considered for exclusion from the selection of emergency disaster relief funds. Criteria for exclusion from application are planned to be prepared later through additional review of related public data.



□ (Unit of payment) Emergency disaster relief funds are paid on a household basis, and households are paid on March 29, 2020. On a daily basis, the household members listed on the resident registration table for each household are applied.

○ Accordingly, among residents under the Resident Registration Act, those who are registered together on the household resident registration table are considered to be the same household.

* According to the Civil Act, cohabitants registered on the resident registration table who are not family members are judged as different households.

○ However, spouses and children registered as dependents of health insurance subscribers are considered as the same household even if their addresses are different. See.



□ Meanwhile, small business owners and self-employed households whose income has recently decreased sharply have not been reflected in health insurance premiums.

○ We plan to prepare various supplementary measures so that local governments can make a final decision on whether to provide support by reflecting the income situation at the time of application according to regional conditions.



< Future Plans>

□ The pan-government task force is based on these subject selection criteria principles. Therefore, the policy is to prepare a specific payment plan for emergency disaster relief funds in close consultation with relevant ministries and local governments.

○ Additionally, as emergency disaster relief funds are emergency support that must be returned to the people as soon as possible. We plan to prepare a supplementary budget as quickly as possible and submit it to the National Assembly.



□ Vice Minister of Public Administration and Security Yoon Jong-in, head of the pan-government task force, said: “We ask for the National Assembly’s special interest and active cooperation so that the supplementary budget bill can be quickly reviewed and passed,” he said.
